To sdhere to the rushed schedule applicant's lawyers proposes would make a bad situation intolerable and would call into questien the Boardts eff ective com-7 pliance with the mandate to hold hearings for public participation as required in 10 C.F.R, In fairness, I beg the Board to consider that applicant has had many months to state its case en the new pro-posal; that it has now a battery of lawyers where special expertise is in these very proceedingsj that applicpat, unlike petitioners, 0 :n i

well afford all the expert hde it needs, paid for by ratepayers; that it is not unreasonable to ask applicant to allow a small proportion of the time it has taken to state its own cace, to allow
