SUMMARY
OF OCTOBER 18, 1978 MEETING REGARDING SEISMIC QUALIFICATION The purpose of the meeting was to discuss the applicability of Westinghouse topical reports on seismic qualification to plants having construction permits docketed after October 27, 1972. is a list of attendees. The following is background information. The staff is preparing a safety evaluation report on seismic and environmental qualification of Westinghouse electrical equipment to meet IEEE-344-1971 and IEEE 323-1971 Standards (Qualification to 1971 Standards). A list of the Westinghouse Topical reports that comprise the Qualification to 1971 Standards and the status of our review is provided in our letter dated July 31, 1978 from Stolz to Eicheldinger. In its review, the staff has taken the position that our evaluation of the topical reports is applicable only to plants having ~ construction permit applications docketed prior to October 27, 1972. This position is consistent with our Standard Review Plan Section 3.10, " Seismic Qualification of Seismic Category I Instrumentation and Electrical Equipment", Revision 1. Westinghouse requested (1) that the staff include in its evaluation a statement of the requirements for seismic qualification of plants for which the construction permit (CP) application was docketed after October 27, 1972, (2) that evaluation of WCAP-8624, " General Method of Developing Multifrequency Biaxial Test Inputs for Bistables" be evaluated separately, and (3) that WCAP-8021, " Seismic Testing of Electrical and Control Equipment (PG&E Plants)" be included in the generic evaluation of Qualification to 1971 Standards. Regarding the first request, the staff said it would consider adding a statement in its evaluation regarding requirements for saismic qualification of plants with CP applications docketed after October 27, 1972. These requirements were summarized for two groups of plants as follows. For those plants for which the CP application was docketed on or after October 27, 1972 and the CP Safety Evaluation Report was issued before July 1,1974*, plant specific information will be required in addition to that required for our

qualified in accordance with IEEE 323-1974. There are a few Westinghouse plants with CP applications docketed after October 27, 1972 and the CP SER issued before July 1, 1974 (Millstone 3, and Vogtle 1 & 2). Catawba 1 & 2 for which the CP application was docketed on October 27, 1972 is included in this group. 7812010149 k
.i Westinghouse Electric NOV ~o 1 1978 Corporation generic evaluation of Qualification to 1971 Standards. For those plants for which the CP application was docketed on or after October 27, 1972, and the CP SER was issued on or after July 1, 1974, the requirements for seismic qualification are those specified in Standard Review Plan 3.10, Section II.2. Westinghouse presented an outline of additional information they can provide to supplement seismic test data and justify its adequacy for all plants for which CP application was docketed after October 27, 1972, (Enclosure 2). The staff reiterated its opinion that it would be extremely difficult to provide adequate justification for most equipment required to meet IEEE 323-1974 and Regulatory Guide 1.89 because they specify that environ-mental tests and aging be performed prior to the seismic tests.
- However, if there is some equipment for which available seismic test data is believed to be adequate, Westinghouse should provide a list of the equipment and a detailed justification for each item of equipment listed.
If the information is adequate and provided soon, it will enable the staff to meet its review schedule for several plants. This information should be submitted as a topical report for generic review. The staff stated that it intends to review seismic and environmental qualifich-tion for plants required to meet IEEE 323-1974 on a case-by-case basis rather than on a generic basis (with the exception of equipment as discussed in the preceeding paragraph). Qualification for Comanche Peak is being reviewed on that docket by means of Equipment Qualification Data Sheets for the specific equipment on that plant. Similarly qualification for the Haven Plant will be reviewed on the Haven docket. Regarding the second Westinghouse request, the staff said it is possible to provide a separate evaluation for the method of seismic qualification described in WCAP-8624. However, if the report is evaluated for applica-bility to current and future plants, rather than to those plants qualified to 1971 Standards, there are several outstanding issues to be resolved. The staff recommended that these issues be resolved rather than issue a conditional evaluation. Regarding the third Westinghouse request, the staff said it would not review WCAP-8021 for generic approval because it does not meet our criteria for acceptance as a topical report. The report is applicable only to Diablo Canyon and appropriate portions have already been reviewed for that docket. Even if Westinghouse demonstrates a need to reference it for other plants, the review could not be scheduled until the latter half of 1979 because of higher priority work.

These requests were discussed with Westinghouse. Subsequent to the meeting Mr. W. Sugnet (Westinghouse) asked whether a separate evaluation could be provided for its report entitled " Qualification Testing of Barton Pressure and Differential Pressure Transmitters", dated September 29, 1978. The staff concluded that the report addresses an outstanding issue in its evaluation of Qualification to 1971 Standards and therefore its evaluation will be a part of the evaluation of Qualification to 1971 Standards. h a ube le/dar n Lester L.
