4. Independent Inspection Effort
a. Transfer of Principal Inspector Duties Principal Inspector duties were transferred from R. W. Wright to M. J. Gouge. Mr. Gouge was introduced to key personnel in the TVA site organization. The responsibilities of key personnel and the progress of construction personnel staffing were reviewed.
b. Construction Status The inspectors made a visual inspection of the Yellow Creek Nuclear Plant (YCNP) construction activities in progress to observe current construction status and to ascertain that the licensee was continuing to work within the scope of activities authorized by 10 CFR Sections 50.10(e)(1) (LWA-1) and 50.10(e)(3)

(LWA-2) as granted by NRR's letter dated February 9, 1978.

Upgrading of onsite roads, construction of drainage facilities, warehouse, office, shop and storage facilities are continuing operations. Blasting of bedrock is in progress for Units 1 and 2 reactor buildings at approximately elevation 461 feet. Condenser Circulating Water (CCW) system piping is being assembled in the vicinity of Unit 1 turbine building excavation. Some forms have been erected for Units 1 and 2 turbine building foundations. The central-mix batch concrete plant has been erected but not qualified. The four onsite desilting ponds are completed and in operation.

c. Review of Receiving inspection Documents (Reinforcing Steel)

Receiving Inspection Checklists (form TVA 10152) and Certified Mill Test Reports were reviewed for various heats of grade 60 reinforcing steel that had been received on site. The above records were checked for compliance with Receiving Inspection, Storage and Preventive Maintenance Procedure C-301 (Reinforcing Steel).

No deviations 'or items of noncompliance were identified within the above areas examined.

5. Exit Interview The inspectors met with licensee representatives listed in paragraph I at the conclusion of the inspection on September 28, 1978. The new principal inspector was formally introduced to site management and the licensee was apprised of the scope of the findings of the inspection which included construction status, observation of LWA activities, and receiving inspection documentation (reinforcing steel). No deviations ,

or items of noncompliance were disclosed.
