OF MEETING HELD ON SEPTEMBER 20, 1978 FOR APPEAL OF STAFF POSITION BY APPLICANT TO STAFF MANAGEMENT (DIRECTORS)

Representatives of Houston Lighting & Powe'r Cdmpany (applicant) met with Directors for Systems Safety and Project Management of the Nuclear Regulatory Commission staff in Bethesda, Maryland on September 20, 1978 to appeal one position of the staff for Allens Creek Nuclear Generating Station that was stated in the enclosure to its letter of July 21, 1978. A previous appeal on this same matter by the applicant on August 21, 1978 was denied by the Assistant Directors for Engineer-ing and Light Water Reactors (Summary of Meeting October 24,1978).

The applicant again appealed the staff's position that the finite element technique for soil-structure interaction analysis be compared to the lumped mass spring approach as a means 01 justifying acceptable conservatism for the applicant's analyses. An attendance list is enclosed.

The decision of the Directors of Systems Safety and Project Manage-ment was that demonstration of the acceptability of the method proposed by the applicant is needed. Alternative procedures for effecting a sufficient demonstration include (1) definition by the NRC staff of conservative criteria for the applicant's use and (2) demonstration of conservatism by methods other than the comparison requested by the staff, d @ Mtew' Calvin W.
