MEMORANDUM FOR: Karl R. Goller, Director Division of Siting, Health and Safeguards Standards Office of Standards Development FROM: Richard H. Vollmer, Assistant Director for Site Analysis Division of Site Safety and Environmental # is Office of Nuclear Reactor Regulation

SUBJECT:

RECOMMENDATION FOR BALLOTING ON ANSI N324, " PERFORMANCE OF PERSONNEL THERM 0 LUMINESCENCE DOSIMETRY SYSTEMS" We have reviewed the subject ANSI standard. This standard overlaps ANSI N716, " Criteria for Testing Personnel Dosimetry PerforTnance," which will address testing and evaluation of the various dosimetry systems. We note that, although N324 refers to N716, the two standards differ in several respects, e.g., numbers of dosimeters to be tested, radiation categories, dose conversion factor tables. This draft standard (N324) should be made consistent with N716.

Also, we understand that OSD expects to develop a Reg. Guide adopting ,

ANSI N716 when it is issued, and to amend 10 CFR Part 20 so as to require that licensees use dosimeter processors approved by a central testing l aborato ry. In these circumstances, it is not clear what function ANSI N324 would serve, and we might well conclude that no useful purpose would be served by adopting it with a Reg. Guide.

For the reasons given above, we recommend a ballot vote to ABSTAIN.

This review has been coordinated with D0R and DSE.
