Dear Mr. Collins:
Reference -(a) transmitted the Commonwealth Edison "Requalification Program for Licensed Operators, Senior 3
Operators and Senior Operators (Limited) ".
Section III, Paragraph B of the Program states in part:
" Operators licensed l
on all three Dresden Units must perform three of the ten re-quired plant control manipulations on Dresden Unit 1."
This requirement will become impossible to meet because the current Dresden Unit 1 Operating License (DPR-2) only allows operation with the current plant configuration until October 31, 1978.
The unit is presently shutdown and is expected to remain in this condition for a period approaching 15 months in order to install r,veral extensive modifications and a large scale chemical cleaning program.
We wish to request a temporary waiver on this requirement (Section III, Paragraph B) as mentioned above in order to maintain our operators' licenses active by allowing them to renew on Unit 1 without the three required reactivity changes.

i Since the Unit is shutdown for an extended period and since many modifications will be made, we realize that a special training / retraining program is in order shortly before start-up.
It is proposed that this program last approximately eighty hours for each individual licensed on Unit 1 and will cover a review of all systems, modifications, procedures and Technical Specifica-tions.
The program would culminate in an exmmination which would require a minimum of 80% to pass.
Personnel achieving less than 80% would be given further training in their weak areas and administered another examination different from the first, also requiring an 80% grade.
In addition, it should be pointed out that the present program of lectures, examinations and modification training for Unit 1 would continue throughout the entire shutdown period.
