At the prehearing conference held in Ch$rlotte, North Carolina on October 24, 1978, the NRC Staff received for the first time the petition seeking l
leave to intervene of the Davidson Chapter of the North Carolina Public Interest Research Group (PIRG).
It was determined that the NRC Staff and the Licensee would respond to the PIRG petition within 10 days.
Thus the 3taff response was due on November 3, 1978.
In addition, PIRC was to file its proposed contentions with the Board and the parties expeditiously. The NRC Staff became aware of and obtained a copy of PIRG's proposed contention on November 1,1978.
Rather than file separate responses to both the PIRG petition and its contentions, the Staff chose to file a consolidated response.

. Due to the late receipt of PIRG's contention, this consolidated response could not be filed by flovember 3,1978.
For good cause shown, the Staff moves' this Board to extend its time for filing a response to the PIRG petition until November 6,1978.
