NRC Letter dated 7/24/78 Structural / Containment Questions on Amendment #1 Revision O to Safety Analysis Application of 7/13/77
Dear Mr. MacDonald:
l Enclosed please find eight (8) copies of Addendum No.1, Rev.1, to the Safety Analysis Report for the HN-400 series casks. Also enclosed are eight copies of Drawings #C001-5-9400, Sheet 1 of 5 Revision G,
- C001-5-9400, Sheet 2 of 5, Revision I, #C001-5-9400, Sheet 3 of 5, Revision G, #C001-5-9400, Sheet 4 of 5, Revision F, and #C001-5-9400, Sheet 5 of 5, Revision F.
The following is a summary of the responses to the questions in your letter dated 7/24/78.
4 Structural 4
1.
Question: Explain how the criteria for no substantial reduction in effectiveness for the one-foot free drop condition (10 CFR 71. 35(a)(2)) is met by the use of the deform-able side and end mounted studs as impact mitigators.
Response: Question withdrawn by NRC.
2.
Question: Show that the plate welds would sustain the combined shear and edge bending loads for the side and end free drops. Also show that the end plate welds adjacent to the 4" x 5" access port would sustain an end impact on the port cover and cover studs.
Response: Plate welds will have a margin of safety of. 274 when considered on the " Maximum Shear Theory of Failure" One foot drops onto side of cask. Plate welds will have i

Mr. Charles MacDonald November 8,1978 a margin of safety of 0.332 when considered on the
" Maximum Shear Theory of Failure" One foot free end drop.
Also, the port ct.rer and fasteners have been redesigned to remain under the impact studs when they are deformed to the full calculated distance of 0. 577 inches.
3.
Question: Revise the door edge impact analysis, using the correct force normal to the door, to show that the. door attachments do not yield.
- <t Response: The cask WT X g Factor comes out through the door edge but.does not effect the door fasteners. The 14,846 # load represents the weight of the pay load (12,000#) and the weight of the door (2,846#).
4.
Question:
Provide appropriate identification of the quantity, size and material of the door closure bolts on the drawing; submitted.
Response: All materials of construction have been noted on the '.ttact = 1 drawings.
Containment Show that the door ga'sket would sustain the forces from 1.
Question:.
appropriate free drop impacts without losing their sealing
' ability and show that the end access port is adequately sealed. In lieu of this, provide assurances that the con-tents will be in Type A (49 CFR 173. 389(j)) secondary containers.
Response: As stated originally in the July 13, 1977 application, the secondary packaging will provide the containment.
For detailed calculation, see attachment Addendum #1, Revision 1.
All changes are annotated with revision bars in the margin.
Your cooperation in expediting the review of this Addendum is greatly appreciated. If further information is required, please contact the under-signed.
Very truly yours, George Trigilio, Jr.
