2. PREAMBLE 2a.

This certificate is issued to satisfy Sections 173.393a.173.394,173.395, and 173.396 of the Department of Transportation Hazardous Materials Regulations (49 CFR 170-189 and 14 CFR 103) and Sections 146-19-10a and 146-19-100 of the Department of Transportation Dangerous Cargoes Regulations (46 CF R 14G-149), as amended.

The pac!, aging and contents described in item 5 below, meets the safety standards set forth in Subpart C of Title 10, Code of Federal Regulations. Part 71," Packaging of Radioactive Material for Transport and Transportation of Radioactive Material Under Certain Conditions."

This certificate does not relieve the consignor from compliance with any requirement of the regulations of the US. Department of Transportation or other applicable regulatory agencies, including the government of any country through or into which the package will be transported.

5. Description of Packaging and Authorized Contents, Model Number, Fissile Class, Other Conditions, and Ref erences:

(a) Packaging:

(1) Model: VCD (2)

Description:

Packaging for uranium enriched in the U-235 isotope. The containment vessels consist of (1) an inner, nominally 13.5 liter polyethylene bottle 51/8 inches diameter x 47 9/16 inches long (overall) x 1/8 inch wall thickness within, (ii) Schedule 40, Type 340 stainless steel pipe nominally six inches diameter x 51 3/8 inches having a 5/8 inch thick, welded base plate and a 1/2 inch thick blind flange lid. The flange is held in place by eight equally spaced 5/8 inch bolts and closure nuts which are tack welded to the underside of the fixed flange. The blind flange is grooved to accept a 0-ring (vif ron fluorelastomer or equal). Flange bolts are torqued to at least 15 foot-pounds. The steel containment vessel is centered and supported within a 16-gauge outer steel drum with a 16-gauge head by top and bottom laminated, fir, plywood spacers, six inches thick. The remaining space is filled with vermiculite.* The outer drum is 221/2 inches diameter x 60 inches high.

The packaging is as described and fabricated in accordance with the Union Caribde Corporation, Nuclear Division, Oak Ridge Y-12 Plant Drawings found on pages 5, 7 and 8 of Report Y-DD-155.

(1) Type and form of material Uranium solution (stable solution with no crystallization or slurry) of any enrichment in the U-235 isotope.

(2) Maximum quantity ot material per package not to exceed Type A quantities of radioactive material and not more than 7.86 kg of U-235.
