It was a pleasure meeting you during your visit to the NRC. I am looking forward to visiting Spain later this year and to participate in the International Conference on Low Doses oflonizing Radiation: Biological Effects and Regulatory Control. During our discussion, you asked for suggestions for a participant from the U.S. who is knowledgeable about regulatoryissues andlow level radiation health effects. Let me offer two suggestions, Dr. E. Gall de Planque and Dr. Tara O'Toole. Gall de Planque is a renowned expert on environmental radiation, who recently completed a term as an NRC Commissioner, and Tara O'Toole is a physician, who is presently Assistant Secretary for Environment, Safety & Health for the U.S. Department of Energy. Both are associated with the U.S.-Russian Federation Joint Coordinating Committee (JCCRER) on Radiation Health Effects which is sponsoring radiation health effects

. studies in the southern Urals region in Russia. Gall played a key role in the events that lead to the U.S.-Russian agreement creating the JCCRER and served as the NRC representative to the JCCRER when she was a Commissioner. Tara has served as the U.S. co Chair of the JCCRER since its inception. While I have not spoken with either concerning a possible role at the Conference, I believe that both would be interested in participating If their schedules permitted. Both are very familiar with low level radiation health effects and related regulatory issues. Elther would be an exceIIent choice. I have attached their addresses and telephone numbers.

You also expressed a great interest in the NRC Agreement State Program. I have asked our Office of State Programs to serad you documents and other Information about this program. Additionally, the Office will work with the Organization of Agreement States (OAS) to keep you informed about the next OAS mecting.
