Trojan Nuclear Plant Security Plan Revision The Nuclear Regulatory Comission (NRC) letter of September 2, 1987 to Portland General Electric Company (PGE) requested additional information regarding the proposed revision to the Trojan Nuclear Plant Security Plan submitted by us on December 19, 1986. PGE's response to the NRC coments are provided in Attachment A.
As a result of the NRC coments, addi-tional changes to the Security Plan have been made. These changes, as well as those previously submitted on December 19, 1986, are described in Attachment B and the revised pages to the Security Plan are provided as Attachment C.
These pages supersede those previously submitted. PCE commits to implementing the amended safeguards and search requirements within 60 days of NRC approval of the proposed revision with the excep-tion of the new secondary power supply requirements as discussed below.
The new regulation requires the onsite secondary power supply systems for alarm annunciator equipment and non-portable comunications equipment be protected as vital equipment. We are still evaluating the changes required to implement this regulation in light of the clarification provided in Generic Letter 87-08.
The impact of this new requirement on Trojan is much more significant than anticipated by the NRC backfit analysis for the regulations. The scope of modifications required to comply with this requirement is expected to be finalized by March 31, 1988.
In addition to the modifications, PGE will be requesting an exemption from Section 73.55c(1)(2) of Title 10 of the Code of Federal SAFEGUARDS INFORMATION l
