Dear Mr. Ragan:
This is in response to your letter dated October 17, 1978 in which you requested, pursuant to the Freedom of Information Act, a copy of the winning proposal submitted in response to NRC-RFP-RS-78-192 entitled,
" Post Licensing Studies of the Socioeconomic Impacts of Nuclear Power Station Siting".
Your letter was received by the Office of Administration on October 24, 1978.
A copy of the technical proposal is enclosed.
In a November 7 telephone conversation with Mr. Stephen Isaacs of NRC, you agieed to bear the costs of reproduction.
The charge for reproducing records not located in the NRC Public Document Room is ten cents ($0.10) per page, as specified in 10 CFR 9.14(b), a copy of which is enclosed.
Accordingly, the cost of reproducing the enclosed 166 pages is $16.60.
Please send a check in the amount of $16.60, along with a copy of this letter, to the Director, Division of Rules and Records, Room MNBB-4210, Nuclear Regulatory Commission, Washington, D.C. 20555.

Dear Mr. Morton:
In response to the subject Request for Proposal, Research Triangle Institute provided you with a proposal for " Post Licensing Studies of the Socioeconomic Impacts of Nuclear Power Station Siting".
Our proposal was dated April 21, 1978, and was identified as RTI No. 23-78-19.
We have been informed that an award for the effort was made to another offeror.
It is our understanding that, under the Freedom of Information Act, we may request a copy of the winning offeror's technical proposal.
Believing that a review of the selected proposal may enable our staff to respond more effectively to future solicitations, we are requesting that you advise us of the proper procedures for obtaining that document.
Realizing that such a request can be misinterpreted as being potentially contentious, we would like to emphasize that we are confident the award has been made on the basis of a superior proposal, and our only purposes in requesting this document are to help us improve future proposals and to be more responsive to the needs of the US Nuclear Regulatory Commission.
