.- 1, August 12, 1980 Mr. John F. Ahearne Chairman Nuclear Regulatory Camtission 1717 H Street, NW Washington, DC 20555

Dear Mr. Ahearne~:

I have been contacted by numerous concerned citizens regarding the nuclear reactor operated by the Anred Forces Radiobiology Research Institute (AFRRI) on the grounds of the National l'aval Meclical PAnter

~in Bethesda, Maryland. The citizens have raised a number of legiti-mate concsrns over the health and safety risks created by operation-of the reactor.

It is my understanding that relicensing proceedings for this facility are currently underway. I believe it is vital to public confidence in the safety of the AFRRI project that full public hear-ings be held prior to the decision on relictising. The seriousness of this situation also merits the undertaking of a conolete Environ-nuntal' Impact Statement to assess fully the ramifications of this facility's presence in a residential area.

I am hopeful that you will respond positively to the ergressions of citizen concern by reviewing this raatter carefully. Your assistance and prcr,pt response are greatly appreciated.

With best regards, sincerely e ~
