REGIONALIZATION OF EMERGENCY PREPAREDNESS TECHNICAL REVIEW FUtiCTIONS FOR DEVELOPMENT OF SAFETY EVALUATION REPORTS As you are aware, considerable work has been done in examining the feasibility and practicability of transferring functions from NRC headquarters to the In a Commissicn Paper, SECY-77-3, the ED0 proposed several re;ional offices.

alternatives for expanding the role of the regions and suggested a number of func'. ions that could be moved.

Emergency preparedness activities was one of ne suggested functions.

S::Y-77-3A, proposed a pilot test program for the regionalization of some of ths State program activit'es. This pilot program denonstrated the value of a Regional State Liaison Officer, and the Commission approved tne program to

e expanded for all five regional offices. Therefore, it appears prudent to conduct a pilot program for emergency precaredness.

As part of the budget presentation to OMB, NRR committed to develop the ccccept ar,d test regionalization of some emergency preparedness activities.

We currently have William L. Axelson as a team leader in Region III.

In acdition, Jesse A. Pagliaro, also in the same office, has accepted an e ergency preparedness position and will be stationed in Region III.

Re:ently, I received indications that the ED0's office wculd like additional

rogress in the effort, even if it required posting over current manpower ceilings.

I have prepared the paperwork for two emergency preparedness team lead 1rs each to be recruited for Regions I and II.

Tney along with the Region III ream leaders would have the title " Emergency Preparedness Regional Team Leaders".

Before posting these positions we will discuss the concept with the affected Regional Directors, including the need for clerical support for these team leacars by the Emergency Preparedncss Section in the new Regional organizati:.m.

A mutually acceptable arrangement with respect to payroll, travel funding, and appraisals will be worked out with each Regional Director.,
