Status of Emergency Response Facility Upgrades

Gentlemen:

As stated in PSC's response to the 1986 SALP Report, PSC was to provide the NRC with a plan for implementation of necessary emergency preparadness modifications.

However, since NRC, Region IV provided the services of Mr. Gene Bates to PSC, the plan was formulated and discussed with him directly.

PSC wishes to again thank the NRC for making lir. Bates available as a resource during the ERF design review stage.

This letter an update on the status of emergency response facility (ERF)provides upgrades. The upgrades were initiated as part of the improvement project in the area of interface methods during emergency response.

The "co-location" concept presented by the NRC was incorporated into the forward Command Post (Emergency Operations Facility) and the Technical Support Center, as much as practical.

The following summarizes PSC enhancements to these two emergency response facilities.

Forward Command Post (FCP)

- Implementation of a "U-Shaped" table for the use of key decision makers.

- Functional grouping of individuals near key decision makers, l

- Conversion of one room to a joint use (PSC, Colorado Department of l

Health, NRC) dose assessment room, with phone and computer lines l

available for participants.

- Installation of a 3M "Whisper" system which allows media relations personnel to coordinate with participating organizations to f

l formulate, transmit, approve and finalize press releases, h0 %

- Creation of a sound attenuated room for use by the State of Colorado as a communications and field team briefing area.

- Installation of an improved communications and antenna tower for joint use by PSC and the State of Colorado.

TechnicalSupportCenter(TSC)

- Room rearrangement to provide more flexibility for PSC and NRC site team use.

- Addition of new furniture and communication lines.

- Functional grouping of personnel supporting emergency activities.

- Installation of new status boards and display equipment.

- Acquisition of telephone headsets for clerical personnel to use in logging key transmissions and plant events.

- Additional training of staff personnel to provide greater depth in the emergency organization.

It should be noted that the last three improvements noted under the TSC were implemented at all three emergency response facilities.

PSC has additional projects underway which, when complete, will enhance further the improvements noted above.

Procedure revisions, procurement of additional equipment and additional training of personnel are in progress and planned to be complete before the next annual exercise.
