SUBJECT:
Minutes of Meeting with NUMARC Working Group on Technical Specifications Improvement -- Development of New Standard Technical Specifications On March 8,1988 the Director NRR and his staff management met for twitty#
viminutes with the Chairman of the NUMARC Working Group on Technical Specification Improvement and Owners Group management. The meeting focused on the status and direction of the NRC Staff's and the industry's Technical Specification improvement efforts.
Dr. Hurley informed NUMARC that the Staff had completed its draft report (STS split evaluation report) regarding which Technical Specification LCO's would remain in the new Standard Technical Specification (STS) and which ones could be relocated. He indicated that the reoort would be finalized shortly. He mentioned that the Staff planned to rep' rt to the Comission in April 1988 o
regarding the program's progress.
Mr. Edelman outlined the presentation he intended to raake to the vendor owners on March 9, 1988. He said that he would reiterate the need to make improvernents to the Technical Specifications, stress the need for industry to work with the NRC to resolve the key implementation issues, and indicate to the owners that the NRC is still ccmitted to the Technical Specification improvement program.
Dr. Hurley agreed to have a meeting between NRC management and utility Owners Groups management representatives to discuss the NRC',s draft STS split evaluation report. He arphasized the necessity to keep the coordinated program moving forward and that industry now had the information it needed to proceed with the development of new Standard Technical Specifications.
Mr. Edelman stated that industry planned to produce the five new Standard Technical Specifications and five Lead plant Technical Specifications (two for BWRs) within nine to twelve months.
