Dear Sirs:
Referen:e: License No. DPR-3 (Docket 50-29)
In ecmplie.nce with the reporting requirements of the Yankee-Rove Tech-nical Specifications Attachment A Section E, 2, a, and Section 3 D (1) l (a), ve are reporting an accidental release of gaseous radioactivity.
This in:ident was described as Abnormal Occurrence 74-1 in the prelim-inary re cr; to Region I Directorate of Regulatory Operations.
The Ysnkee ?cve vaste gas system consists of a low pressure cover gas, syster, a high pressure storage system, compressors, piping, valves and instru entation. Following a routine sampling for inplant purposes on Februs:. 27,197h, a leak vas discovered at the bonnet joint of the dia-phra = type isolation valve WD-V-63h on the vaste gas surge drum sample line.
he leakage was esti=ated to be approximately one cubic centimeter per se::nd.
-'he leakage vas stopped by tightening the bonnet bolting which hsd relaxed. Valve PD-V-63h is not included in the weekly leak check list snd had not been leak tested since December 27, 1973. At that tire, no leakage was observed.
A conservstive release calculation was made by assuming a lec/second leak betveen :e: enter 27, 1973 and February 27, 197h at the highest measured gas l
acti ity concentration during the period. The following results were obtained, l

This release. is 0.002% 'of the proposed Technical ~ Specification Limit.

Valve WD-V-631C will'be added to the weekly leak check list.
j
- A prelimiriary survey.of previous gas leak incidents revealed only ~ one other inadvertant gas release through a bonnet joint. 'This release occurred in 1968 (AO'68-2).
- It is felt that a weekly leak test of applicable gas system valves vill preclude extended leakage periods. The valve diaphiagm replacement pro-gram nov in effect should insure continued reliability of diaphragm valve
- bonnet closures..

Very truly yours,
