- 2. PREAMBLE 2.(a) This certificate is issued to satisfy Sections 173.393a,173.394,173.395, and 173.396 of the Department of Transportation Hazardot.
Materials Regulations (49 CFR 170189 and 14 CFR 103) and Sections 146-19-10s and 146-19-100 of the Department of Transportation Dangerous Cargoes Regulations (46 CFR 146-149), as amended.
2.(b) Tne packaging and contents described in item 5 below, meets the safety standards set forth in Subpart C of Title 10, Code of Federal Regulations, Part 71," Packaging of Radioactive Materials for Transport and Transportation of Radioactive Material Under Certain Conditions."
2.lc) This certificate does not relieve the consignor from compliance with any requirement of the regulations of the U.S. Department of Transportation or other applicable regulatory agencies, including the government of any country through or into which the package will be transported.

- 4. CONDITIONS This certificate is conditional upon the fulfilling of the requirements of Subpart D of 10 CFR 71, as applicable, and the condit'ons specified in item 5 below.

(a) Packaging (1) Model No.: NFS Uranyl Nitrate Tank Trailer (2) Description
- Bulk liquid insulated cargo tank trailer. The 3,800 gallon tank trailer is of all welded construction of type 304L stainless steel. .
(3) Drawings The tank trailer is constructed in accordance with DOT specifications MC-310, MC-311, or MC-312.
(b) Contents (1) Type and form of material Uranyl nitrate in dilute acid solution. The maximum U-235 enrichment in the uranium shall not exceed 20% by weight. The U-235 content of the solution shall not exceed 10 grams per liter and the U-233 concentration shall not exceed 1% by weight of the U-235 concentra-tion. Plutonium content of tank trailer shall not exceed twenty '

The total uranium content shall not exceed 357 grams per liter (1.5M_). The U02 (NO 3 )2-6H 2 0 content shall not exceed 50 weight percent. The HNO3 concentration will be normally 0.4M. The freezing temperature of any of the solutions shall be Tess than 32 F.
(2) Maximum quantity of material per package Not more than 45,600 pounds net weight of uranyl nitrate acid solution.

- 6. The solution shall be at a temperature of 68 F or above at the time of packaging.
- 7. Prior to delivery to a carrier for transport, for U-235 enrichments l greater than 4% by weight the shipper shall ensure that at no '
l point along the proposed shipping route that the ambient temperature will be less than 32 F. In the event freezing weather is encountered the administrative procedures and controls as specified in Nuclear Fuel Services, Inc. application dated May 18, 1965 shall be complied with for all U-235 enrichments.
i 8. The package authorized by this certificate is hereby approved for use under the general license provisions of 10 CFR 5 71.12(b).
- 9. Expiration date: February 28, 1980.
