Wolfe, Esq., Chn., on Oct. 75, 1978 ndvising that a specini prehearing conference had been oniered for Mov.17 nnd further order-ing n supplenuntal petition to intervene in the constraction of a nearby nuclent power pinnt and specifics to be submitted by Hov. 2. This is to repent that it would be innossible, within the short time allowed, properly to assenble and prepare ny nateriol.

It scens to this petitioner that there is no concept on the part of the connission of the real lives, concems and needs of the conmon'peoplo the con-r rd.asion wns created to serve.

Jenech, ns of July :0,1078, concidered this to be necessnry, reasonable and fair, nrd it is in keeping with general procedure.

I have not teceived either document. These departures fron accepted practice, fron the comission's own precedents and fron connon sense consideration of the petitioners renders the conference of questionable vnlue. Adequate time is urgently requested.

We protest your conduct of the hearings on the proposed Allen's Creek Nuclear l

power plant. As- %honen; we are given little time to prepare supplementary petitions and testimony. You also frustrate public participation by trying to narrow drastically the range of concerns that may be raised; holding preliminary hearings in an out-of-the-way place; and scheduling hearings on weekdays during I

office hours.
