NRC ACCEPTANCE OF AMENDED GENERAL ATOMIC QUALITY ASSURANCE TOPICAL REPORT The Gregory /Conway letter of June 2,1978, submitted Amendment 4 to General Atomic's topical report, GA-A13010A, " General Atomic Quality Assurance Program" for staff review and approval. Amendment 4 revises the topical report to reflect organizational changes, to include updating of ASME Code -
requirements, and to incorporate the applicable requirements of Appendix E to 10 CFR 71.
Based on our review and evaluvion of Amendment 4, we find that all applicable requirements of Ap "ix B to 10 CFR, Part 50, are included in the QA program requirements. inerefore, your Etmended topical report is acceptable, and you may implement it upon issuance of the amendment. We do not intend to repeat our review of this topical report when it is referenced in an application.
To use the General Atomic topical report in future license applications, :
applicants need only reference this topical report in Section 17.1 of the Safety Analysis Report. In addition, this QA program may be implemented immediately on all ongoing activities within the contractual restrainti of existing contracts for nuclear power plants. In this regard, identify in your transmittal letter those existing contracts that will be covered by Amendment 4 to GA-A13010A. .
Should regulatory' criteria or regulations change such that our conclusions about this topical report are invalidated, we will notify you. You will be given the opportunity to revise and resubmit it should you so desire.
Programmatic changes by General Atomic to this topical report are to be submitted to NRC for review prior to implementation. Organizational changes are to be submitted no later than 30 days after announcement.
Please replace our letter of March 25, 1977, and its enclosure, which was the staff's evaluation of the report through Amendment 3, with a copy of this l 1etter and the enclosed topical report evaluation in your report, renumber the report GA-A13010A, Amendment 4, and resubmit 35 copies of the amendment

SUMMARY
OF TOPICAL REPORT Topical report GA-A13010A, Amendment 4 describes the quality assurance (QA) program which General Atomic (GA) applies to those design, procurement, and manufacturir.g activities involving safety-related structures, systems, and components of nuclear power plants, as well as shipping packages for radioactive material within the GA scope of work. GA-/,13010A, Amencment 4 commits GA to comply with the requirements of Ap3endix B to 10 CFR Part 50 and to follow the regulatory positions previded ay the NRC in Regulatory Guides 1.28-Revision 1 (March 1978), 1.30 (August 11, 1972), 1.37 (March 16, 1973), 1.38-Revision 2 (hay 1977), 1.39-Revision 2 (September 1977), 1.58 (August 1973),1.64-Revision 2 (June 1976),
1.74 (February 1974),1.88-Revision 2 (October 1976),1.116-Revision 0-R (June 1976), and 1.123-Revision 1 (July 1977), as well as ANSI Star.dard N45.2.12 (Draft 3 Rev. 4 - February 1974).
GA has provided for our evaluation a detailed organizational description of those individuals and groups involved in carrying out activities required by u e QA program and a delineation of duties, responsibilities, and authority of those organizatiorial elements involved in the QA program. GA-A13010A, Amendment 4 contains a description of the measures used to carry out the GA QA program accivities and describes how applicable requirements of Appendix B wi?1 be satisfied by the administration and implementation of these measures in QA manuals and procedures.
SUMMAPY OF REGULATOR) EVALUATION We have evaluated the Rn rogram and the organizations responsible for QA functions as described in GA-A13010A, Amendment 4. We find that QA policy and direction originate at an acceptably high management level and are effectively commenicated to other parts of the organization. Those performing QA functions have responsibility and nuthority commensurate with their duties in implementing the QA program. We also find that measures have been established, to be implemented by written procedures and instructions, which audress each of the criteria of Appendix B in an acceptable manner.
Based on our review and evaluation of GA-A13010A, Amendment 4, we conclude that:

- 1. The organizations and persons performing QA functions within GA hsve the required independence and authority to effectively carry out the QA program without undue influence from those directly respowible for costs and schedules. ,
- 2. The GA QA program contains requirements and controls which, when properly implemented, comply with the requirements of Appendix B to 10 CFR Part 50,
- 3. The GA topical report, GA-A13010A, Amendment 4, " General Atomic Quality Assurance Program" provides an acceptable description of the QA program for use in the design, procurement, and manufacturing activities associated with nuclear power plants.
The acceptability of this QA program to meet the requirements of 10 CFR 971.51 will be communicated to General Atomic by the Trans-portation Branch, NMSS at a later date. ,
