Dear Ms. Meier:

l RE: Dairyland Power Cooperative Application for a Full Term License I, for the La Crosse Boiling Water Reactor (LACBWR)

As directed by the Atomic Safety and Licensing Board for the above l proceeding, this letter is in response to your questions regarding J. the availability of plans for evacuation of affected members of the l public in the event of an accidental radiological release at the i LACBWR. You raised the questions at the pre-hearing conference held at the University of Wisconsin in La Crosse on August 17, 1978.

The U. S. Nuclear Regulatory Commission (NRC) requires all nuclear

'l power plant licensees to have documented emergency plans. These plans must contain: 1) a description of the licensees organization for coping with radiological emergencies; 2) criteria for determining when protective measures should be initiated both within and outside the nuclear power plant site boundary; and 3) agreements with and procedures for notifying local, state, and Federal agencies for the early warning of the public and for public evacuation or other i

protective measures. The agencies so notified then take the appropriate action to protect the public. In Wisconsin, nuclear power plant licensees notify the Wisconsin Division of Health, Section of Radiation Protection and local or state police which

. in turn initiate the State of Wisconsin Radiological Response l Plan. This plan delineates the means for the identification and control of radiological incidents in the public sector.

i The State of Wisconsin Radi6 logical Response plan is included as j Appendix A to the LACBWR Emergency Plan which was submitted to the t NRC on March 28, 1974. The NRC approved the LACBWR Emergency Plan by letter' dated April 11, 1976 to Dairyland Power Cooperative.

Ms. Lorraine Meier November 2,1978 Both of these documents are available to the public at the Local Public Document Room located at the La Crosse Public Library, 800 Main Street in La Crosse. The ostablishment of the Local Public Document Room is the principal means used by the NRC to assure that area residents have access to materials relating to the LACBWR.
