Enclosed is Check 076616, which accompanied your "HFIR Project Emergency Plan", submitted October 25, 1978 We have exempted from fees the review of revised emergency plans submitted in response to Licensing's February 27, 1978 latter, since the plans are being submitted at this time for the convenience of the Commission. Once the license has been amended to incorporate the emergency plan, however, subsequent amendments to the emergency plan would be subject to fees.
