INSPECTION REPORT NO. 50-483/88003 This responds to W.

Shafer's letter dated Febru-ary 23, 1988 which transmitted the report of the inspection at Callaway Plant during the period January 25 through February 2, 1988.

Our response to the violation is present-ed below.

None of the material in this response is considered proprie-tary by Union Electric Company.

(50-483/88003-01) Severity Level IV Violation 10CFR50. 54 (q) requires that licensees shall follow and maintain in effect emergency plans which meet the standards in 50.47 (b) and Appendix E to Part 50.

The Callaway Radiological Emergency Response Plan (RERP) requires inspections of emergency equipment to be conducted at least once each calendar quarter, and that. deficiencies found during inventories will be resolved immediately or documented for corrective action.

Contrary to the above, the licensee failed to conduct inventories of the emergency equipment at the required quarterly frequency.

Also, a deficiency in the number of respiratory cartridges required in the Operational Support Center emergency kits was identified in the January, April, May and August 1987 and January 1988 inventories, but the kits had not been replenished.

There was no documentation that corrective actions were instituted to resolve this discrepancy.

Response

Corrective Action Taken and the Results Achieved Inventories of emergency kits were completed and properly documented in accordance with plant procedure HTP-ZZ-06022, Emergency Equipment Inventory.

Updated equipment checklists have been placed into the appropriate kits.

Discrepancies identified during the inventory have been corrected.

Corrective Action to be Taken to Avoid Further Violations Procedure HTP-ZZ-06022, Emergency Equipment Inventory will be revised to strengthen procedural guidance for emergency kit inventories.

Specifically, emergency kit inventory checklists will be incorporated into the procedure as attachments.

This will provide better control over check-lists and will ensure current checklists are used to conduct inventories.

In addition, a procedural mechanism will be established to identify and track deficiencies which cannot be corrected immediately.

This will ensure follow-up and closure of these deficiencies.

The Emergency Preparedness Department will assume additional responsibilities in management oversight and review of the implementation of emergency equipment inventories.

These responsibilities will include:

a.

Re.iewing completed inventory checklists to ensure that inventories are properly performed and that all dis-crepancies have been corrected.

b.

Reviewing inventory records and transmitting them to the appropriate QA record file.

Management has reemphasized the importance of the mainte-nance and inventory of emergency equipment to responsible plant personnel.

This violation and the corrective actions taken will be discussed in the next semiannual requalification training for Health Physics technicians.

The Date When Full Compliance Will Be Achieved Union Electric is currently in full compliance with 10CFR5 0. 5 4 (q) and Section 8.5 of the RERP.

The procedural changes will be completed and the additional I

review responsibilities will be assumed by April 1, 1988.

Semiannual requalification training for Health Physics technicians will be completed by July 1, 1988.
