In response to your questions regarding the B&W Commercial Nuclear Fuel Plant Measurement Control Program and in accord with subsequent discussions with members of your staff, we are enclosing the revised Measurement Control Plan as Attachment 1 to this letter.
Since further information was needed in Chapter 3 of the Fundamen-
'I tal Nuclear Materials Control Plan in order to allow detailed review of the 11easurement Control Plan, a revised FNMC Chapter 3 has been included, specifying all meaFurements of SNM into and out of the plant.
Chapter 4 (Measurement Control Plan) then describes the control of major measurement systems.
In addition, since measurement control is subject to the separation of functions provisions of 70.58(b), parts of Chapter 1 of the FNiiC Plan have been revised to include the Measurement Control Coordinator.
Con-currently, in order to provide adequate description of the tieasurement Control Coordinator as relating to other personnel within NMC, selected pages in Chapter 1 and throughout the FNMC Plan have been changed to reflect the recent reorganization of the Nuclear Materials Control Group.
As a result, license conditions 1.1 and 8.1 of 11PP-2 of our license will require restructuring to be consistent with the reorganization.
A number of minor changes made to the FNMC Plan are described briefly in Attachment 2 of this letter.
Finally, Attachment 3 defines a program of measurement control which we believe will be adequate for the control and accounting of SNM in the liquid effluent release tanks, i$3Z 781115002(o The Dabcock & Wilcox Company / Estabbshed 1867
