NRC INITIAL OPERATOR LICENSING EXAMINATION REPORTS
50-373/97303(DRS); 50-374/97303(DRS)
Dear Mr. Subalusky:
On April 24,1997, the NRC completed initial operator licensing examinations at your
LaSalle County Nuclear Generating Station. The enclosed report presents the results of
that examination.
Operating and written examinations were given to two senior reactor operator applicants
not previously licensed at the station and to one reactor operator applicant. All applicants
demonstrated satisfactory performance in all examination areas. A waiver of the required
reactivity manipulations was requested by the LaSalle County Station training department
for the applicants to allow them to take the license examination. Licenses for the
applicants will not be issued until you certify, in writing, to the NRC that the required
reactivity manipulations have been satisfactorily completed. Your letter requesting
issuance of the applicant licenses should certify that: (1) the applicants have completed
the required reactivity manipulations, (2) they have been enrolled in the continuing licensed
operator requalification program, and (3) they are current and moet all requirements of that
program. The NRC understands the applicants will be enrolled in the LaSalle County
Station continuing operator license training program immediately upon completion of the
high intensity training program, currently scheduled to be completed in August 1997.
During this examination several problems with examination security and the Training
Department Instruction controlling examination security were noted. Details of the
examination security problems are provided within the enclosed report. We are concerned
with the history of examination security problems exhibited at Commonwealth Edison
nuclear power plants and the impact this may have on public trust in the examination
process, especially during this period of time when the NRC is attempting to improve the
examination process by allowing facilities to develop initiallicense examinations.
In accordance with 10 CFR 2.7 'O of the Commission's regulations, a copy of this letter,
the enclosures, and your response to this letter will be placed in the NRC Public Document
Room.
