TECHNICAL SPECIFICATION CHANGE REQUEST - FREQUENCY OF RDS DEPRESSURIZING VATVE TESTING Attached is a Request for Change to the Big Rock Point Technical Specifications.

As part of the Big Rock Yoint Integrated Plan, Issue B-082, Reactor Depressuri-zation System (RDS) Reliability Improvements, the attached proposed temporary surveillance testing frequency change, which eliminates the quarterly partial stroke test of the RDS depressurizing valves, is requested for the duration of Cycle 23 operation and, under a given set of conditions, for the duration of Cycle 24 operation. The existing requirements are paralleled in our proposed Inservice Testing Program. RDS reliability is believed to be enhanced by this request in two ways: (1) Improving the actual depressuri::ing valve test by full stroke testing one depressurizing valve each refueling outage. Currently valves are only partial stroke tested; and (2) Reducing depressurizing valve pilot valve leakage by demon erating that the existing partial stroke tests are a significant contributor to pilot valve leakage. If partial stroke testing is a significe.nt cc e cibutor, permanently increased testing frequencies may be justified provided the valves continue to have excellent stroke test success rate.

By letter dated November 26, 1984, Consumers Power Company had previously proposed a similar surveillance testing frequency change. This request was denied by NRC letter dated December 18, 1984 on the basis t. hat it was not supported by a thorough evaluation of the proposed testing frequency or of other alternatives to reduce pilot valve leakage. Our letter dated February 11, 1985 provided the NRC with resolutions to the specific concerns  ;
