x Attached is the NRC's iachnical Evaluation Report (TER) fnr the topical report entitled "ENVIROSTONE Gypsum Cerrent, USG-684-1". Approval for use of ENVIROSTONE is liniited to the stipulations as contained in the TER. Major limitatiorts in this approval are that (1) the approval is granted for one waste stream (mixed bed ion exchange resin, 60't packing efficiency) and (2) the approval is conditional for one year. These limitations are based on uncertainties concerning the softening of the waste form when exposed to water, as discussed in the TER. This TER is being transmitted to the states of Nevada, South Carolina, and Washington.

In accordance with established procedures, we request that USG Corporation publish accepted versions of the topical report, proprietary and non-proprietary, within 3 months of receipt of this letter. The accepted versions shall incorporate this letter and the enclosed evaluation between the title page and the abstract. The accepted versions shall include and "A" (designating accepted) following the report identi'icatian symbol.

Should our criteria or regulations change, so that our conclusions concerning the acceptability of the report are invalidated, USG will be expected to revise and resubmit their respective documentation, or submit justification for the continued applicability of the topical report without revising the respective documentation. Any changes to the Process Control Plan or the topical report that are initiated by USG should be submitted to the NRC for prior review and approval.
