COMPLETION OF ACRS REVIEW REGARDING THE CALLAWAY PLANT POWER UPRATING LICENSE AMENDMENT By memorandum dated February 23, 1988, NRR transmitted the draft Safety Evaluation Report for the subject license amendment to you for ACRS review.

In your March 17, 1988 memorandum to the Executive Director for Operations, you indicated that the Connittee had decided not to review the subject amendment, provided that concerns regarding steam generator performance at the higher power level were addressed by the staff.

The specific question raised by the Chairman of the ACRS Subcommittee on Reactor Operations in a March 11, 1988 telephone call with NRR staff concerned the implications of the July 15, 1987 steam generator tube rupture event at North Anna Unit 1 on the proposed power uprating for the Callaway plant. On February 5,1988, the staff issued NRC Bulletin No. 88-02, "Rapidly Prcpagating Fatigue Cracks in Steam Generator Tubes" to all licensees or applicants with plants of Westinghouse or Combustion Engineering design. In that ducument, the staff determined that steam generator tube denting at the upper support plate was a primary cause of the North Anna event. Specific-ally, steam generators having carbon steel support plates have been determined to be susceptible to tube denting, and only those Westinghouse plants with carbon steel support plates are required to take action in response to the bulletin. The Callaway plant steam generators have stainless steel upper support plates which greatly reduce the potential for tube denting and consequent tube rupture due to excessive vibration. The staff has therefore determined that the proposed uprating will not result in a measurable increase in the potential for a steam generator tube rupture at the Callaway plant.  !
