Dear Mr. Ketchen:

i In public meeting on the evening of Tuesday, October 17, 1978, Greenvil.le County Council received two presentations concerning the proposed transport of nuclear waste by Duke Power Company. The first item was a film depicting the L

safety factors of the containers that would be used to safeguard the waste I

during actual over-the-road transport on public highways.

In Greenville County, that would be Interstate Highway 85, our most heavily traveled road.

The second item was oral presentations by two persons objecti.ng to the trans-port. One of the persons presented personal views while the other spoke as representative of an organization.

Council received all presentations as information and entered into a general discussion of the matter. This discussion identified two key areas wherein the Council as a whole expressed concern. An affirmative vote was given that the Chairman present these concerns to Nuclear Regulatory Com-mission officials. The items, in order of their importance as expressed by Council are:

Why transport such dangerous cargo as nuclear wasta to another site that is acknowledged to be only temporary?

It would certainly be to the benefit of public safety to retain the waste at the present location until a final disposition plan is approved by the Nuclear Regulatory Commission.

If at that time a move of the nuclear waste is necessary, hopefully it could be re-stricted to a one-way move only. An additional possi-bility would be that with identification of a permanent site, all waste could be moved at one time through a single rail shipment. This would be much preferred to multiple over-the-road shipments by truck which is currently planned.

If, as a final and last resort, road shipment is the l

only viable method that will satisfy requirements, then Council feels that every effort should be made to find f

an acceptable, alternate route in lieu of using I-85.

I This highway travels through the most densely populated I

part of the county as well as passing close to the business center.

As the elected governing body of Greenville County charged with the policy of public safety, we feel it appropriate to express our concerns 1

on what we perceive to be a serious matter.
