South African Uranium Imports Talking Points June 8,1987 Executive Branch Briefing o Commission must reach decision on scope of South African uranium import ban,

, preferrably in conformance with (and with advance knowledge of) the Executive Branch's final position on the scope of the' ban o Three basic positions on scope:

- Ban all South African uranium (Sen. Kennedy, Rep. Markey, et al.)

- Ban uranium ore and oxide for any use (0GC position, based upon statutory language; would permit UF 6 imports)

- Ban uranium ore and oxide for domestic use only (Treasury Dept. interim regulations) o Treasury Department interim regulations

- Expire July 1

- No written analysis of legal basis for interim regulations available

- Final Treasury position still under review o Issue before Commission

- Whether to decide now on scooe or wait until Treasury clarifies position (by end of June)

- Delaying decision incurs some risk that additional South African uranium could be imported under existing licenses (as in Edlow example) 1 i
