Dear Mr. Fairtile:
In Reference (c), Yankee Atomic Electric Company (YAEC) submitted RELAPSYA, a computer program for light water reactor system thermal-hydraulic analysis, to the NRC for review and licensing approval. One of the purposes of this submittal and review was to satisfy the requirements of TMI Action Item II.K.3.30, establishing approved, revised methodology for the analysis of PWR Small Break Loss of Coolant Accident (SBLOCA). As a result of investigations performed in 1986 to provide additional code benchmarking analysis and model verification, we identified the need to modify our PRR SBLOCA approach to better represent observed and l
expected core liquid inventory behavior. The program elements were provided j
in Reference (d).
In February,1987, we met with members of the NRC staff to describe and discuss the modeling progress achieved and the results obtained (Reference (e)).
The results and conclusions of these investigations were reported in Reference l
(f) and the workscope to complete the investigation was established.

I, J. DeVincentis, depose and say that I am the Vice President of Yankee Atomic Electric Company, duly authorized to make this affidavit, and have reviewed or caused to have reviewed the information which is identified as proprietary.
I am submitting this affidavit in conformance with the provisions of 10CFR2.790 of the Commission's regulations for withholding this information.
The information for which proprietary treatment is sought is contained in the enclosures to our letter, Yankee Atomic Electric Company to U. S. Nuclear Regulatory Commission, dated January 15, 1988.
Pursuant to the pr, visions of Paragraph (b) (4) of Section 2.790 of the Commission's regulations, the following is furnished for consideration by the Commission in determining whether the information sought to be withheld from public disclosure, included in the above referenced document, should be withheld.
