Spook, Wyoming UMTRA Project dRAP

SUMMARY

I prompted the conversation-to discuss my coment on erosional' stability at the Spook site and Mr. Rager's draft response to the coment dated 11/9/87. I reported that information contained in a report by the State's Abandonned Mine Lands (AML) Program contractor resulted in a change to the substance of my coment. The conversation clarified some misunderstanding resulting from drawings in the dRAP and response. In addition TAC staff summarized that their conceptual design for long-term erosional stability of_the tailings places reliance on three features: (1) the backfill placed over the tailings by the State will be thick and should provide substantial hinderance to vertical erosion, (2) the elevation of bedrock relative to the tailings should provide an adequately high base level that gullies would not be able to erode to the level of the tailings, and (3) backfill over the pit will be topographically peaked so that, in the event of future accelerated erosion at the site, gullies should form away from the pit area.

I recommended that these points be emphasized in future design and RAP drafts and that appropriate rationale, data, and drawings be included for review.

This concluded our conversation.
