Notice is hereby given that the U.S. Nuclear Regulatory Comission"(the Conrission or NRC), has issued Facility Operating License No. NPF-76 to Houston Lighting & Power Company, City Public Service Board of San Antonio, Central Power and Light Company.and City of Austin, Texas, (the licensees) which authorizes operation of the South Texas Project, Unit 1 (the facility) at reactor core power levels not in excess of 3800 megawatts thenral in accordance with the provisions of the license, the Technical Specifications and the 4
l Environmental Protection Plan.
On August 21, 1987, the Comission issued Facility Operating License No. NPF-71 to the licensees which authorized operation of South Texas Project, Unit 1, to five percent of reactor power (190 megawatts therral). License NPF-76 supersedes NPF-71.
The South Texas Project, Unit 1 is a pressurized water reactor located in Matagorda County, Texas, west of the Colorado River, O miles north-northwest of the town of Matagorda and about 89 miles scuthwest of Houston.

The application for the license complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and

3 the Comission's regulations. The Comision has made appropriate findings as required by the Act and the Corsnission's regulations in 10 CFR Chapter I, which are set forth in the license.
Prior public notice of the overall action involving the proposed issuance of an operating license for the South Texas

Project was published in the FEDERAL'RFGISTER on December 20, 1977 (42 FR 63826).
The Commission has determined that the issuance of this license will rot result in any envircr. mental impacts other than those evaluated in the Final Environmental Statement (dated August 1986) since the activity autho-rized by the license is encompassed by the overall action evaluated in the Final Environmental Statement.
Pursuant to 10 CFR 51.52, the Comnission has detemined that the granting of relief and issuance of the exemptions included in thic license will have no significant inpact on the environment. These determinations were published in the FEDERAL REGISTER on June 18,1987(o2FR23217),
