DOCKET NO. 50-29 YANKEE ATOMIC ELECTRIC C05tPANY NOTICE OF ISSUANCE OF AMEND:!ENT TO FACILITY OPERATING LICENSE Notice is hereby given that the U.S. Nuc1 car Regulatory Commission (the Commission) has issued Amendment No. 21 to* Facility Operating License No. DIlR-3 issued to Yankee Atomic Electric Company which revised Technical Specifications for operation of the Yankee Atomic Power Station located in Rowe, Massachusetts. The amendment is effectivo as of its date of issuance.

The amendment (1) incorporates the licensee's performance anaiysis for the current reload core (Core XII) in Section B of the Technical Speci-fications, and (2) changes operating limits and adds requirements in the 1

Technical Specifications for compliance with the provisions of 10 CFR ..

Part 50, E50.46 of the Commission's regulations thus terminating the limitations imposed on the facility by the Commission's December 27,  ;

-l 1974 Order for Modification of License.

The application for amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act),

and the Commission's rules and regulations. The Commission has made 8021070 /9 7

appropriate findings as required by the Act and the Connission's rules  ;

and regulations in 10 CFR Chapter I, which are set forth in the license amendment. Notice of Proposed Issuance of Amendment to Facility Operating .

License in connection with this action was published in the FEDERAL REGISTER October 17,1975 (40 FR 48735) . No request for a hearing or petition for leave to intervend was filed following notice of the proposed action.

() Determination delayed pending completion of Safety Evaluation L!,5?S FOR DEC.lSION: Core XII reloading involves 40 new Exxon fuel assemblies that are significantly different from the remaining 36 Gulf fuel assemblies in Core XII and those used and analyzed for preceding cores. Changes are made in the bases of the Tech Specs relating to kW/ft and Fq which are derived from the Core XII ECCS/FAC analysis. The analytical methods used (developed by Exxon as specifically applicable to Yankee-Rowe) to demonstrate conformance with the bases are methods that have not previously been reviewed and approved by NRC.

For the above reasons, this action involves significant hazards considerations (Example: RLOP 601, Rev. 3, Item 5) and should be pre-noticed.
