Boston Edison Company's letter dated December 29, 1987 (BECo Ltr. #87-208)

informed the Nuclear Regulatory Commission that the Commonwealth of Massachusetts and Boston Edison had concluded that it would not be appropriate to publish the next emergency public information brochure during calendar year 1987. Our conclusion was based upon the extensive efforts underway to upgrade the offsite emergency preparedness program for the Pilgrim Nuclear Power Station, and the fact that certain information that should be included in the brochure was not yet fully developed. He expressed our expectation however, that a new brochure could be issued during the first quarter of 1988.

While considerable progress has been made, some of the information needed for completion of the brochure has not yet been finalized.

Therefore, it will not be possible to issue the new brochure by the end of Merr.h.

Fully developing such information before publication will ensure that the public receives accurate, meaningful and up-to-date information. Accordingly, the brochure will be published once the necessary information is developed.

has been discussed with the Commonwealth and local emergency response officials and they concur.

Finally, in our December 29 letter we stated that we anticipated that the schedule for future brochures would not be affected ( h. that a second j

brochure would be issued in late 1988).

The appropriateness of issuing a i

second brochure before the end of the year will likely be a function of the actual date of publication of the first brochure and will be determined in consultation with federal regulatory officials, the Commonwealth, and local emergency response officials.
