Dear Ladies and Gentlemen:

On October 25, 1978, the NRC Staff submitted a Response to Various Submissions Received Pursuant To The Board's Corrected Ittice Of Intervention Procedures. Therein Staff counsel stated that it was not clear whether certain of those individuals and groups who, pur-suant to the " Corrected Notice of Intervention Procedures", published on September 11, 1978 (43 Fed. Reg. 40,328), had made submissions requesting the opportunity to participate in this proceeding, were actually petitioning for leave to intervene as full parties ye ;uant to 10 CFR S 2.714 or were merely requesting participation by making "limLted appearance statements" pursuant to 10 CFR S 2.715(a).

10 CFR S 2.715, captioned Participation by a person not a party, j provides in pertinent part:

l l "(a) A person who is not a party may, in the discretion I of the presiding officer, be permitted to make a limited I appearance by making oral or written statement of his position l on the issues within such limits and on such conditions as l may be fixed by the presiding officer, but he may not other-l wise participate in the proceeding."

l l By return mail, it is requested that any of the aforementioned l individuals and groups, who do not desire to intervene as parties and I merely desire to make " limited appearance statements", should so l notify the Board. As noted in our Order of October 24, 1978, " limited appearance statements" will not be received at the Special Prehearing Conference to be held on November 17, 1978. However, all members of the public are invited to attend.
