This letter addresses the inspection of your facility at Claremore, Oklahoma conducted by Mr. James T. Conway of this office on January 4-7, 1988, and the discussions of his findings with you and Mr. James J. Pepin at the conclusion of the inspection.
The purpose of the inspection was to review the QA records and evaluate the process used to fabricate the E-Brite 26-1 tubing for the shutdown cooling heat exchangers at Arkansas Nuclear One Unit 2 in 1981. Areas examined during the NRC inspection and our findings are discussed in the enclosed report. This inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.
Within the scope of this inspection, we found no instance where you failed to meet NRC requirements. However, it was noted that QA/QC responsibilities normally assigned to an individual designated a QA Manager were handled by the Technical Department Manager who reports directly to the General Manager.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room.
