Dear Mr. Day:
This is in reference to our letter to you dated November 16, 1987 regarding NRC's review of Associated Technologies Incorporated's (ATI's) topical report entitled "Bitumen as a Radwaste Solidification Agent."
In that letter we suggested that ATI's topical report on distilled bitumen be withdrawn and that a new report be submitted on "oxidized" bitumen for the waste streams and formulations of interest. The reason for that suggestion was that it was our understanding that the distilled material could not meet the 60 psi compressive strength criterion for stabilized Class B and C wastes. Though we have recently been informed via a telephone call from Mr. Steve Simpson of ATI that you have recently discovered a new distilled bitumen that has exhibited compressive strengths greater than 700 psi, that bitumen is not the same as the type that is addressed in your current topical report.
In view of the fact that you still have not provided any evidence that the type of distilled bitumenized waste addressed in your topical report can possess the requisite 60 psi minimum compressive strength, we are discontinuing our review of your topical report and are returning it under separate cover.
We should like to reiterate that a new topical report should be submitted that addresses all the waste streams of interest, over the ranges of concentrations of interest, and for a type of bitumen that can satisfy the 60 psi strength for stabilized Class B and C wastes.

If we have not received word from you within that time, we will s
assume that you are no longer interesthd in NRC review and approval of your report and bituminization process for Iby-level waste and we will discontinue our review of your topical report and dedy your request for approval.
