Dear Mr. Costle:

Your letter of September 20, 1978, regarding the President's guidance to Federal Agencies on the use of diagnostic x-rays has been referred to this Of fice.

We feel that guidelines to reduce unnecessary radiation exposure from the use of diagnostic x-rays in the healing arts have been needed for some time, and we applaud the successful efforts of the EPA in this endeavor.

As of 1975, the NRC has not required any form of diagnostic x-ray pro-cedures for either its staff or licensees. The Public Health Service administrates the NRC Employee health maintenance program, and there are no required x-ray diagnostic procedures in this program either.

Thus, it would appear that there is no specific application of the new guidance to this Agency's programs; however, we would encourage the continued deve-lopment and implementation of such Federal guidance as a demonstration that unproductive medical radiation exposure can be effectively reduced.
