PROPOSED TOPICAL REPORT BY WACHTER ASSOCIATES REGARDING A MAXIMUM DENSITY FUEL STORAGE RACK In your letter of September 19, 1978, you state that you have decided to continue work on the Maximum Density Spent Fuel Storage Racks and intend to prepare a topical report that addresses the issues raised in my letter to you dated' July 14, 1978.

As part of these efforts you state that a method for experimental verification of spent fuel multiplication factor is under development.

Further, you ask that we identify appropriate NRC personnel as contacts so that you can keep them abreast of your work.

We have considered your request and are identifying Mr. Robert Baer, Chief of Light Water Rea' tors Branch No. 2, Division of Project Management, as our project manager contact and Mr. Walter Brooks of the Core Performance Branch, Division of Systems Safety as our lead technical reviewer.

It should be noted that the designation of staff members prior to the i

acceptance of a topical report for staff review deviates from our normal policy.

Therefore, Messrs. Baer and Brooks will be directed to devote only a very limited amount of time and effort to keeping abreast of your work.
