.*p NRC PUBLIC DOCUMENT ROOM 7590-01 NUCLEAR REGULATORY COMMISSION INTERNATIONAL ATOMIC ENERGY AGENCY DRAFT SAFETY GUIDE Notice of Availability of Draft for Public Comment The International Atomic Energy Agency (IAEA) is developing a limited number of internationally acceptable codes 'o'f practice and safety guides for nuclear power plants. These codes and guides will be developed in the 4

following five areas: Government Organization, Siting, Design, Operation, and Quality Assurance. The purpose of these codes and guides is to provide IAEA guidance to countries beginning nuclear power programs.

The IAEA Codes of Practice and Safety Guides are developed in the 9

following way. The IAEA receives and collates relevant existing informa-tion used by member countries. Using this collation as a starting point, an IAEA Working Group of a few experts then develops a preliminary draft.

This preliminary draft is reviewed and modified by the IAEA Technical Review Committee to the extent necessary to develop a draft acceptable i

to them. This draft Code of Practice or Safety Guide is then sent to the IAEA Senior Advisory Group which reviews and modifies the draft as necessary to reach agreement on the draft and then forwards it to the IAEA Secretariat to obtain comments from the Member States. The Senior Advisory Group then considers the Member State comments, again modifies the draft as necessary to reach agreement and forwards it to the IAEA Director General with a recommendation that it be accepted.

As part of this program, Safety Guide SG-QA6, " Safety Guide on Quality Assurance in the Design of Nuclear Power Plants," has been developed.

, l The Working Group, consisting of Mr. S. K. Hellman (The Ralph M.

f Parsons' Company), United States of America; Mr. A. Kakodkar, India; and Mr. L. Laurent, France, developed the initial draft of this Safety Guide from an IAEA collation during a meeting January 30 -

February 3, 1978. The Working Group draft of this Safety Guide was modified by the IAEA Technical Review Committee on Quality Assurance which met in April 1978, and we are soliciting public comments on this modified draft. Comments on this draft received by December 1,1978 will be useful to the U.S. representatives to the Technical Review Committee and Senior Advisory Group in evaluating its adequacy prior to the next IAEA discussion.

Single copies of this draft may be obtained by a written request to the Director, Office of Standards Development, U.S. Nuclear Regulatory Commission, Washington, D.C.
