Dear Mr. Rouse:
OJ On April 5, 1978 a license amendment and environmental impact information was submitted to your of fice (NiS/78/521).
On August 22, 1978 Mr. Eskridge advised your of'fice that construction would not begin until March 1979 and a schedule for the review of the environmental impact information was requested.
Combustion Engineering subsequently received August and September issues of a flow chart Indicating the review schedule. The most recent issue (dated September 22nd) indicated that " additional questions / site visit" were scheduled between 10/15/78 and 10/25/78. The schedule also indicated that a decision would be made on 2/10/79. This schedule would, if maintained, al' low Combustion Engineering to begin construction in March as planned, but there is no room for delays in the schedule.
During subsequent discussions with Mr. Crow of your office I was informed that 1he schedule we received nineteen days earlier did not reflect the current schedule.
I understand that the revised construction schedule, reported by Mr. Eskridge, resulted in an adjustment of priorities in your of fice. Since the original (9/22) review schedule woul_d barely permit Combustion Engineering to begin construction in March, delays in the review schedule do not appear to be appropriate.
May we reiterate our request for your schedule for review of our environmental information and issuance of a construction release? We would also appreciate l
a prompt revision of the review schedule if any changes occur.
It is important that the present schedules for the review and construction bd maintained since the present plant will not be adequate to meet our fuel commitments.
If there are any problems we will be happy to meet with you or I
members of your staf f and resolve them.
