The subject inspection report is forwarded for action.
The licensce's meteorology program is not consistent with Regulatory
Guide 1.23 in several areas.
(See Inspection Report and attached
Inspector's Evaluation for details). Modification of the existing

meteorology tower may be required and the need for this should be

evaluated by DL.
In any. event we would like to see the Yankee Technical
.
Specifications require a program to be coi1 ducted which is consistent
'
with the aforementioned guide.

The inspector has also pointed out several areas where Yankee's environ-

mental monitoring program (radiological and nonradiological) are not
i+
consistent with current guidesm (EPA & RO) for these programs. This
area should also be forwarded to DL for their review and subsequent
Technical Specification change.

It is also recon = ended that the above actions be implemented by RO:HQ
