Gentlemen:

Enclosed is a memorandum from the Director of the Office of Nuclear Reactor Regulation to the Commissioners dated September 29; 1978 discussing the results of a recently conducted fire protect;on research-test by the Underwriters Laboratory for the Commission as part of the NRC's fire protection research program.

Our preliminary analysis of the test results described in the enclosed memorandum does not alter the Staff's conclusion in the Pilgrim Unit No. 2 SER, Supplement No. 3, Section 9.5.1, that sufficient flexibility exists in the Pilgrim Unit No. 2 design to allow implementation of any design changes that may be necessary to assure compliance with Appendix A to Branch Technical Position 9.5.1.
