Subject:

Emergency Plan Scenario Change Cutoff Date Gentlemen:

Letter WM 94-0007, dated February 4,

1994, from N.

S.

Carns to the NRC, contained the following commitment:

"A scenario change cutoff date of two weeks prior to the drill or exercise has been established and will be adhered to where possible.

Deviation from this requirement will only be allowed for correction of significant problems."

Letter WM 95-0147, dated October 13, 1995, changed that commitment:

"To allow ample time for the Emergency Planning Group to prepare controllers, Senior Management has directed that no changes will be made to the scenario within two weeks of the exercise without Senior Management's approval."

This letter changes the 1995 commitment and supersedes the 1994 commitment.

The commitment is being clarified to state,

" Scenario changes affecting the timeline, initial plant conditions, plant malfunctions used, release path or mini-scenario components cannot be made within two weeks of an exercise without Senior Management approval.

Minor changes which do not significantly affect tne scenario can be made without Senior Management approval.

All changes will be communicated to controllers and other scenario recipients, and will be included in pre-exercise briefs, as needed,
