Waterford 3 SES Docket No. 50-382 License No. NPF-38 Waterford 3 Cycle 9 Core Operating Limits Report Gentlemen:
Waterford 3 Technical Specification 6.9.1.11.3 requires submittal of the Core Operating Limits Report (COLR) for each reload cycle. Please find attached Revision 0 and Revision 1 of the COLR for Waterford 3 Cycle 9.
f Due to extensive revision required by a two-week outage in mid-1996, the reload analysis for Cycle 9 was not received in time to allow the complete COLR to be

prepared prior to the refueling outage which began April 11,1997. In order to facilitate initial fuel movement, Revision 0 of the COLR for Cycle 9 was prepared J address Mode 6 operations only. Once the cycle 9 reload analysis was received, Revision 1 of the COLR was prepared to address operation in all modes during Cycle 9.
