Subject:

Dresden Station Unit 1 IE Inspection Repo t No. 50-10/76-03

, NRC Docket No. 50-10 Reference (a) : J. M. Allan's letter'to Byron Lee, Jr.,

dated April 22, 1976 Daar Mr. Keppler:

The following is a supplemental reply to the subject IE --

inspection report requested by reference (a).

Decontamination /First Aid Facilities It is important to clarify that our plans are to provide a permanent area for first aid supplies near the decontamination facility. Until this. permanent facility is available, a standard Commonwealth Edison Company first aid kit will be maintained in the area of the present decontamination facility. In our judgement, these provisions will meet the GSEP requirement, although they are not optimum.

Emergency Plan Implementing Procedures To clarify our intent relative to supplemental emergency procedures, it is our intent to include references only in the Emergency Plan Implementing Procedures for subjects covered by other urcaden Station Procedures. Dresden Station Procedures are can-trolled and copies a"e maintained in numerous locations including the Control Room, the Shift Engineer's Office, the Assistant Superintendent's Office, and the Technical Staff Supervisor's Office. Copies of these procedures are also sent to the Production

System Analysis' Department and the NRC Region III office. In these .

locations, they are readily available for reference in the event of an emergency and they are available for your review.

We agree that during an emergency, these referenced proce-dures must be available without sever:hing. Incorporating the appropriate reference in the Supplemental Emergency Procedures ensures that the applicable procedure will be identified quickly.

The numerous locations and orbanization of these procedures ensures

- they will be quickly hnplemented after identification.

We would like to take this opportunity to comment on paragraph 7.a.2, page 11 of'the subject inspection report. The third sentence should read "New Rad-Men receive a 10-hour first aid training course."

Please contact this office if irou hr.ve any additional questions on this matter.

Very truly yours, 8
