SUBJECT:
REGULATORY GUIDE REVIEW REQUEST, " QUALIFICATION OF QUALITY ASSURANCE PROGRAM AUDIT PERSONNEL FOR NUCLEAR POWER PLANTS," REGULATORY GUIDE 1.XXX We have reviewed Draft 1 of the subject Regulatory Guide and find that it provides adequate guidelines for qualification and training of audit personnel.
The implementation section of this guide indicates that the guide will be used in evaluations of applications for construction permits and operating licensees docketed after a certain implementation,date.
It is apparently not planned to be applied to operating power plants.
Licensees of operating power plants have committed in their quality assurance program descriptions to implement an audit' program that conforms to ANSI Std. N45.2.12 " Requirements for Auditing of Quality Assurance Programs for Nuclear Power Plants," and are also required to perform audits as required by the Technical Specifications in the operating license.
There are, however, no present NRC guidelir.es or criteria established for the qualifications of audit personnel.
Performance of audits by qualified personnel is basic to the effective performance of the audit program in order to assure that audits are a comprehensive evaluation of the activity being audited.
We reconmend that the implementation section of this guide indicate that this guide be implemented as part of the quality assurance programs of licensee's of operating nuclear power plants.
We believe that the impact on operating plants will be small; however, the impact assessment should be expanded to address the impact on erating plan
