SUBJECT: NRC INSPECTION REPORT 50-416/97-05 AND NOTICE OF VIOLATION

Daar Mr. Hagan:
A.1 NRC inspection was conducted March 10-27,1997, at your Grand Gulf Nuclear Station
reactor facility. Following the exit meeting on March 27,1997, the results of this
inspection were discussed with Mr. D. Best and Mr. K. Hughely of your staff on Mav 29,
1997. The enclosed report presents the scope and resultt, of that inspection.
The inspection reviewed the standby service water and the high pressure core spray
.
service water systems. Overall, your er.gineering staff was knowledgeable about the
systems being reviewed and the inspection concluded that the systems were originally
l
designed using conservative modeling assumptions. However, the inspection identified
'
three' violations involving the failure to maintain design control, maintain test control, and
l
to update the Final Safety Analysis Report. None of the specific violations resulted in
immediate operability concerns; however, some of the violations had potential implications
for other systems.
The violations are cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding the violations are described in detail in the enclosed report. Please note that
you are required to respond to this letter and should follow the instructions specified in the
enclosed Notice when preparing your response. The NRC will use your response, in part,
to determine whether further enforcement action is necessary to ensure compliance with
regulatory requirements,
in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter,
its enclosure (s), and your response will be placed in the NRC Public Document Room
(PDR). To the extent possible, your response should not include any personal privacy,
proprietary, or safeguards information so that it can be placed in the PDR without
redaction.
