REVIEW 0F JUSTIFICATION FOR APPLICATION OF SUPPLEMENTAL STANDARDS AT VICINITY PROPERTY GJ-00343-CS

Background

By submittals dated September 29, 1987 and January 15, 1988, The Department of Energy (DOE) supplied the final Radiological and Engineering Assessment (REA) which requested the application of supplemental standards on a portion of the contaminated area for vicinity property GJ-00343-CS.

On November 23, 1987 and January 9, 1988, DOE was informed during a telephone conversation that the owner comments would be needed pursuant to 40 CFR 192.22(c) before NRC could make a determination on the application of supplemental standards.

By letter dated January 15, 1988, UNC Geotech submitted a copy of the UNC Geotech letter dated January 14, 1988, which informed the owner of DOE's intention of applying supplemental standards to a portion of the contaminated area.

By letter dated January 14, 1988, the landowner concurred with the recommendation for application of supplemental standards contained in the UNC Geotech letter.

Discussion Vicinity property GJ-00343-CS contains four areas that contain residual radioactive contamination.

Areas A and B are exterior tailings deposits and are scheduled to be removed.

40-WM039/RSH/88/01/26/1 JAN 2 91988 (on 711 Horizon Drive) and contamination is greater than 36 incnes in depth.

They are buried deposits associated with the city sewer main.

Areas C and D were areas recommended for application of supplemental standards.

The residual r'adioactive tailings are located around the main sewer line buried at a depth of approximately 36 inches.

The sewer line runs parallel to Horizon Drive in the street right-of-way.

Horizon Drive is a four-lane main thoroughfare from the airport and interstate into the city.

The exposure rate a ground level over the contaminated area averages 23 pR/hr.

This is about 150% of normal background and gives an annual dose rate of 202 mR if one were to occupy the area full time.

Typical exposure rates for a Colorado resident is between 150 and 200 mR/yr.

Additional data submitted by UNC-Geotech identified elevated gamma readings southeast of the building along Horizon Drive ranging from 21-61 pR/hr.

Other areas of contamination were identified southwest of the building adjacent to the south property line ranging from 18 to 39 pR/hr.

The area background was reported as 16pR/hr.

The interior gamma readings ranged from 12 to 15pR/hr with typical background readings reported as 14pR/hr.

Radium concentrations in soil in contaminated areas at depth ranged from 3.1 to 330 pCi/g with average concentrations reported as 135 pCi/g.

The cost estimate to perform remedial ection on this property with supplemental standards applied is estimated at $837.

The cost estimate without application of supplemental standards is approximately $5438.

This cost is excessive relative to the potential health benefits associated with the removal of residual radioactive matarial buried at depth.

In addition, the general public would not spend more than a couple minutes in that area per day.

Conclusion Based on my review of the subject REA, usociated letters and in accordance with criteria "d" of 40 CFR 192.21 and the NRC's "Guiaelines for Justifying the use of Supplemental Standards, in 40 CFR Part 192",
